1316 UTC repeating counting in a song (1,2,3, ??) appears to be Ukrainins playing insulting songs with German content.
1322 UTC YL / OM Repeating a message over song.

It is Rurik Radio UA , operating on channels 7050 and 7055
I've never heard any special announcements, but the owner said that his radio, as a backup communication channel, transmits verbal and digital "tactical" information.
At the moment  OP Stanislav  works on 7055 S9 + 20 3kc in ESSB modulation.
Sometimes there is also a Ukrainian auxiliary station from another location on the adjacent channel.
