1639 4830 USB S9+30 It is a permanent air traffic control channel of RU Mil Air in the Kaliningrad district.
At this hour it is already dark and the army is not flying, and yet some message has been sent.
 The signal was very strong and wide, I couldn't find the exact tuning and type of modulation.
I came to the conclusion that two stations were working simultaneously, very close to each other, which can be heard in the last seconds of the recording. Or maybe it was a test (which I have already observed before) the transmitter, changing the ribbons and fine tuning?Then they stopped broadcasting.

This is UKR language . Mil net, probably . Air defence.
