Exact frequency is 6348.03 kHz. Very weak and suffering from tons of QRM from utilities with GB3WB kiwiSDR. All I can tell is that it is a male voice speaking.

on 6348.03
1824 talking, very weak, much noise on the U-sideband
That's probably a political station somewhere far away

Weak on UK SDR. Listening on LSB only. Can hear a male voice.
My speculation: Echo of Hope from Asia.

KaySeeks, you are probably right. I checked the frequency with a Japanese kiwiSDR and the frequency is heavily jammed (definitely intentional jamming, not utilities on the same frequency). Short-wave.info really needs to work on correcting their schedules because this isn’t listed there either. This is the second time today I have made a incorrect post because short-wave.info said there is nothing scheduled on a frequency I am hearing a broadcast on. The odd frequency is probably to avoid North Korean jamming (although unsuccessful). This should be moved to shortwave broadcast or clandestine stations.
