For the past two weeks here the 11 meter band as been unlistenable noise goes Up toi nine db sometimes i wonder if it is atmospheric

AFAIK, there have been a few M- and even at least one or two X-class solar flares in the past couple of weeks.
You are far enough north to likely encounter HF radio disruptions and increased atmospheric noise (i.e. check the k-index) during strong flare activity.

To check local noise, start with the basic test. Turn to a weak but discernible HF signal with a battery-powered radio. Turn off your home's power if possible, preferably via each breaker. If the noise drops, turn back on each breaker until the noise reappears, which should at least point you in a good direction for finding the particular noise source.
Next up, if needed, take a portable radio turned to a vacant MW (AM BCB) frequency. Walk the neighborhood. Find a noise, then figure out if is something you can identify and report.

If it's local it may be a street light starter going bonkers, they can emit horrendous rf hash in that condition.
