"Good" signal over "Fair" noise with a "Slight" fading.

The nature of the sound of the voice as it interacts with the space within which the speaker is speaking suggests a formal speech in a hall.  I don't think that the speaker is referring to exhibits.

I have this at S9 at 1648 UTC. Monologue about Kennedy's killing, and the Council on Foreign Relations, and MJ12.. weird stuff.

I have a high noise floor in general and some QRN on frequency too, but the voice sounds like the legendary Bill Cooper.
