Not sure if this should be classified as a utility or numbers station so maybe they are both; priyom.org cites  Enigma control list description as XSL which appears to be a form of pulse modulation and believed to be Japanese PSK used by their naval forces.

Hi Vince,

It is most probably not a numbers station. No idea why it has an Engima designator. According to several "professional" sources, the transmissions contain telemetry data sent by the Japanese navy. So far I have never seen a decoded message so I cannot confirm this.

I agree...it is a utility station.  Token can move it to the proper section.  I had seen it posted here in the past so that is why I did the same.
