This signal was s9 for about 7 minutes at 2330 to about 2343z  ( local 7:30 pm EDT to 7:43 pm EDT).

Can someone confirm that this was OTH?

It certainly looks & sounds like the PLUTO OTHR from Cyprus.

It is an OTHR.  It is FM and might be FMCW or FMICW/FMOP, the bandwidth of the audio is too narrow to confirm.  It is using a 50 Hz sweep rep rate.  While there are several possibilities that fit the bill the two front runners would be the PLUTO II British radar from Akrotiri or the Russian 29B6 radar.  My guess, based on the chirp rate that is seen (how fast the radar shifts frequency in one pulse) is that this is the 29B6.  However without wider audio it is hard to say one or the other.
