HF propagation has been favoring 10 meters and higher the past few weeks, but I rarely hear
any signals from 29.7 to 30 mHz except these data signals, copied November 16, 2014 at 1500z:
29759 kHz
29779 kHz
29869 kHz
29889 kHz
29949 kHz
I recall hearing some voice comms near 30 mHz in 1989, but not much else since.
Who's using that band?
What activity has been heard there?

I have no idea what you might be hearing but if you want to check the ITU frequency usage file you can find it here:

Many years ago I had some military surplus transmitters that covered this region of the band all the way up to 50 MHZ or so but they were wide band FM... could be military or one of the many new agencies that have popped up since 911.

I seldom have data in this band, typically I have voice. Often Spanish, from the sound of several frequencies it is Taxis. A couple of school bus frequencies fall in that range, I don't know where they are but I hear them regularly, their time is 2 hours ahead of mine, so central time.
Occasionally I do see mil comms in this range, but that is not common.
And the SKiYMET meteor radar is on 29850, taking up a pretty big chunk. And I see several other sounders/radars from time to time in that chunk of band.
Looking at that piece of spectrum right now I have voice in FM on 29740, 29770, 29790, 29830, 29900, and 29930 kHz. SKiYMET is on 29850 and taking up 30+ KHz of spectrum. ALE in USB just sounded on 29894, overlapping the FM voice on 29900 a bit.
