Rakdusan is frequently heard on 3277kHz.
According to a person from North Korea,
Rakdusan really exists in Cheongjin city, North Korea.
North Korean call the Haebang mountain the Rakdu because the top of the mountain resembles a camel's head.
The mountain has tombs in which the dead soldiers were buried in Korean War (1950~1953).

That makes 4 frequencies each of these days then.  I did not see 3156 kHz myself, I will have to go back and check my recordings to see if I captured it without realizing it.

But on Dec 14 I did catch 3047.1 kHz, 3276.87 kHz, and 3693.83 kHz.  The 3693.83 kHz frequency originally came up on frequency 3698.85 for several minutes, before going off air and coming back up on 3693.83 for the remainder of the period.

On Dec 15 I caught 3063.75 kHz, 3276.87 kHz, and 3689 kHz, all active.

Of note, the highest frequency, 3694 on Dec 14 and 3689 on Dec 15, is very drifty.  For example on todays transmission it shifted downwards in frequency more than 0.5 kHz during the transmission period.

Liberation Mountain?
There is an Obong Mountain (600m +) above the Kuryong River which has a bend in it which “resembles a camel's head.” More than 350 US servicemen of 1st Cavalry Division are reported unaccounted for from the November 1950 Chinese offensive during the Battle of Unsan.

sounds like a young child/lady playing with a high power transceiver.
i could hear what sounds like 50Hz ? coming through their electrical system they use.
sounds like a crystal microphone of some type being used.
i wonder what the CW under it was all about ?

Surprisingly, V28 was on that frequency at 1341UTC.

My recordings also show V28 on that frequency at that time, that is why I suggested you look on that frequency for it.  Because the signal is very weak here I am less likely to catch new frequency usage than anyone in Asia, but I still try to look.

The 3116.88 kHz frequency came on the air after 3689.8 kHz finished their messages, so it is possible that transmitter was retasked after completion at 1339 UTC.  There were 4 frequencies used in total that I can find on Dec 16, 3054.65 kHz (1332 to 1342 UTC), 3116.88 kHz (1339 to 1342 UTC), 3276.87 kHz (1330 to 1340 UTC), and 3689.8 kHz (1330 to 1339 UTC).  So 4 frequencies, but never more than 3 signals on the air at one time, and I have seen this activity several days.

I have no proof as to where V28 is coming from.  It is too far away from me for my receive bearings to be of any real use to determine source other than in the general area of the Korean peninsula.  However I tend to believe it is from North Korea.  As time goes on I am less sure it is a traditional spy numbers station though.

Look at the activities.  3277 kHz is normally on frequency +/- 0.2 kHz, so that is pretty good, but the other frequencies are all over the place, and seldom the same frequency 2 days in a row.  In the around 3055 kHz region the frequencies used have been 3039.17, 3047, 3054.85, 3063.75, (all of these freqs are approximate, there have been large variations) with no real cycle seen to date, just every day is on a different frequency.  In the 3690 kHz region the frequencies seen have been, 3687 3689, 3690, 3691, 3692, 3694, and 3699 kHz (all of these freqs are approximate, there have been large variations).

With such day to day frequency excursions with no apparent defined cycle, unless the next days frequency is part of the proceeding days message it would be hard for an operative to make sure they get the message each day.  And this is poor trade-craft because if the person listening misses one day they essentially become "lost", and must find the message by just tuning around.

With one frequency always being usably close to the same frequency and all the others varying across wide ranges I have to wonder if only one source has any real meaning, the 3277 kHz source.  Also with the pauses, mistakes, drop outs, etc, seen on the other frequencies, along with the frequency variations, I almost wonder if those other freqs are for training purposes?

Also, this station feels rather like the Chinese VC03 / 05 and related stations, possibly less "spy" and more military oriented, maybe military training oriented.

Of course that is just speculation on my part.

Unfortunately I cannot hear the station myself but I have listened to many recorded transmissions and read the translation of the contents of a message. I tend to agree that this is more likely a military net.

It would be interesting to see more transcripts of the messages, though.
