Title: 6.969Mhz - 24Khz deviation WFM

anyone have any idea what this is ?
it appears to be WFM @ 24 Khz deviation, some sort of high speed data/modem.

This is not WFM, it is PSK based data.  This, and other, wideband data has been in use, at least at the testing level, for several years.

There are several formats this could be, but it is probably MIL-STD-188-110C Appendix D.

i figured it was probably PSK based but the data was heard better on WFM than SSB.

The new milspec modes are typically set up for multiples of 3KHz bandwidth up to 24KHz and more, the more bandwidth the more data you can push on hf. Collins was working on some of this, can't remember the freqs.
