Wolverine has his themed programs so maybe the theme was Tom ??
Fair S7 on Lexington KY SDR, peaking around 0022 between Mary Jane and You Got Lucky, then the noise level increased.

Moonlight Radio being whispered, but I had just tuned in and wasn't recording.

SDR Recording with a fair to good signal, lots of fading. Solid whispery "Wolverine Radio" ID and off at 0030.

Wolverine Radio is an enigma, and most likely prefers it to remain that way.
It would be safe to say that it is located somewhere in North America.
