Do you have more information on this, such as the structure of the message?  This is probably not spy numbers, but rather military.  Russia is known to use that freqs and CW for some mil traffic, possibly Navy, but need a bit more information to tell if it is mil or numbers.

14377 kHz USB is a known spy station frequency. It is Enigma ID: XPA2 (Russian 7 digital modes) from Moscow, Russia. Coincidently, the schedule aligns with your intercept.
