This fits no known numbers station format.  It is not sending numbers, but rather letters, and these are not cut numbers.  It is probably sending Russian Morse, as it uses several Russian characters.  Frequencies around that range have been used by the Russian Navy in the past.  All of this means it is almost certainly not a Numbers Station, rather it is more likely to be a military station, probably Russian Navy, so I have moved it to the Utility forum.
