These definitely seem to be coming from Dulles.  I did not hear the Sterling/NWS launch last night on 401.0 MHz, so maybe these  Vaisala radiosondes have a stronger signal?

It is amazing how much better I receive these vs the 1680 MHz radiosondes. Those I would only pick up if they got north of I-70. These I can pick up shortly after launch.

Is there a reason why they only go to around 35k feet before the balloon pops? I'd want to know what's going on higher if I had the choice, you know, like via a sturdier balloon?

That's 35k meters, which is about 115k feet. Once you get that high, you're essentially above all the weather.
