Receiver SDRPLay RSP2, Antenna 30x60ft Inverted L , 9:1 balun.

   Almost looks like a Doppler effect but source?

If this is the industrial band, it may be a factory creating it. All sorts of weird stuff goes on in that band.

Copied again Sunday afternoon in Maryland, same equipment.
