Telecom Korea runs these markers/beacons with generally 3Kw to a Log Periodic antenna from Seoul, South Korea.
China has a number of similar beacons except preceded with "buzz" tone then callsign, scattered from 4 to 16MHz various locations in China.
I use them as propagation indicators due to their reliability as "always being there"... :D

Could not find: HLJ 12727kHz, HLW 13005.5kHz, HLW3 12712kHz, or HLX 13028kHz but of course that's a very old list.

I think you will find that many of those frequencies you listed, and some of the callsigns, are now inactive.
Telecom Korea went through a huge range of reforms and streamlining in the mid 1990's which seen many services terminated.
I would not rely on March 1979 listings, so much has happened technology wise since then and many HF services replaced, especially CW ones.
The ones I have published came from Telecom Korea website earlier this year and all published have been logged this way.
An accurate list of the Chinese ones is hard to come by.

There are South Korean fishing vessels still using CW.
The Sajo Oryong peskies net can be heard on 4100 kHz USB voice / 4101.4 kHz CW.
They have been recorded and copied recently sending in Korean language CW code (https://www.hfunderground.com/board/index.php/topic,46532.msg170256.html#msg170256).

Do any of these countries operate shore stations using CW on the 25 MHz or 26 MHz ITU marine channels...or are they limited to the lower bands of 4-22 MHz? Do they still use the MF frequencies that are popular in Europe and elsewhere for marine? Not including the country-specific 26/27 MHz "marine CB allocations" (of which there are several - https://www.hfunderground.com/wiki/index.php/CB#Japanese_27MHz_Double_Side_Band_DSB_Marine_Fishery_Radio (https://www.hfunderground.com/wiki/index.php/CB#Japanese_27MHz_Double_Side_Band_DSB_Marine_Fishery_Radio)).
