Some guys down south have been hearing this one on 1710 for the last week or so:

Check the their live audio stream the next time you hear it and compare.  I need to give this one a try this weekend when I get my south DKAZ antenna connected back up.

That is them! Thank You.  They are back in again this evening, currently S7 into Georgia at 1848 EDT. They see to have an appreciable level of power, and the modulation seems pretty good.

Nice catch! Every time I try 1710, it's always the Hudson County TIS. And if I null it with the big PVC loop, one of the other TIS stations appears. Unfortunately in most of the Northeast, 1710 is now effectively ruined for pirates.

Down South, the major impediment for 1710 is WEUP on 1700. They are rather....shall we say...."wide". I have seen tiny little carriers on 1710, but this was the first one that yielded audio.
