11:18 local time copy the Signal with 9 plus 20db near Leipzig.
Slow CW, repeat message..

Difficult to copy message atm >:(

Anybody got some idea?

The Mystery forum is for unknown modes.  Since you know the mode is CW the mode is not unknown, only the source or purpose is unknown.  So I have moved your post to the "HF Beacons" forum, because this will probably turn out to be the HF Beacon "Common and Precious".
