2328: Caught the tail end of the transmission but I believe the YL said “Pirate Radio No Rules, No Direction & No Protocol”
2329: Off the air

SDR recording catch. Carrier up at 2323, no audio until brief Pee Wee "pirate radio" spiel, then no more audio. Carrier off at 2329.
