0125 UTC - Hearing lots of Spanish conversation and whistling on 8281.2 kHz. Signal is S5 in WNY. Peruvian fisherman doing their thing,
0139 UTC - Sounds like a good time being had by all.
0152 UTC - What's with the whistling ?

Like the stations heard in the 6200 kHz to 6525 kHz range, at least these stations are operating within one of the HF marine bands (specifically the 8 MHz portion 8195 kHz to 8815 kHz).  Of course they're ignoring channelization but that's being nit-picky. 

I bet these guys show up in the amateur bands from time to time as well.  They've been logged in the broadcast bands, they've been logged in the fixed/mobile sections, they been logged in the HF aircraft bands...and they've been logged where they belong in the maritime bands.

Thanks! I just found this frequency and chatter! I’ve been hearing them every day, around 0600UTC. Goes on for hours!
