Giving weather for the New Jersey shore are as well as Philadelphia, Delaware and eastern Maryland. Also giving marine weather forecast. There was an ID of 3 letters and 2 numbers at 1957 but I couldn't make it out. At night it is covered by WRDW ESPN radio Augusta GA

There's several NOAA Weather Radio transmitters that could have been relayed by this station (more than likely its a TIS). See the following:

Are the likely relay candidates...there's also KIH28 in Philadelphia but that appears to be more inland and I'm not sure if it would give forecasts for the Jersey Shore.
According to MWLIST, there are 9 stations (all 10 watt TIS stations) on 1630 kHz operating out of New Jersey

I regularly hear NOAA weather relays fading in and out on 1630 and elsewhere. Unfortunately many of them never give the TIS callsign, you just hear the callsign of the original VHF station.

If 8 tattoos was able to hear the callsign of the NOAA Weather Radio VHF station that the UNID on 1630 kHz was relaying it would help at least narrow down the area that that particular NOAA VHF transmitter serves. I simply went by the 3 letter x 2 number NOAA Weather Radio callsign format heard and the forecast areas mentioned in the OP. There's other stations in those areas, but those use 3 letter x 3 number callsigns.
There's a TIS network near me on 1700 kHz and it sometimes re-transmits the local NOAA Weather Radio signal (usually only during weather emergencies, otherwise its the same 5 minute local information loop).

Search at the bottom of the page, it's one in the list but it doesn't list content. It will probably be one near the coast.
There is a TIS station i hear in Newport News Va transmitting NOAA for this area same as 162.550 mhz
I believe that one is on 1710 , if I'm not mistaken. They will id , or give the source of the forecast office.

The Newport News/Virginia Beach TIS network is apparently on 1680 kHz, or at least that's what VDOT is licensed for under WQOQ385 - six fixed 10 watt transmitters on 1680 AM. The majority of state-run TIS stations in Virginia are on 530 kHz, 1610 kHz or 1620 kHz - with the oddball license KNJR841 for two 10 watt transmitters on 610 kHz (one in Norfolk and the other in Newport News).
I can't find anything in the FCC DB in Virginia for 1710 kHz, however the City of Newport News is licensed for 1700 kHz under WQXY509 for four 10 watt transmitters on 1700 AM - which would explain why that doesn't show up under the VDOT system since its operated by the city and not the state.

The FCC TIS database is missing some stations. For 1710, they only have Hudson County NJ, and do not list Springfield MA nor Flight 99 station in PA. There could be additional errors.

Yes , I can hear the 1680 TIS at the house. Those are strictly traffic.
1700 it is - it comes in on the car radio in McDonald's parking lot Shore Drive 8)
I don't go there much after the burgers went up to $8
After looking through I'm sure it's WQXY509 on 1700 , R4002 found it .
Anyway they run NOAA from Wakefield

Isn't the Flight 99 station a federal government-owned transmitter?

Yes, and that seems to be the problem as to why they, and Springfield, and perhaps other TIS stations, don't appear in the FCC DB- The NTIA handles them.

One wonders if they have a simple receiver tuned to 162.550 MHz feeding audio into the transmitter on-site or perhaps a more complex setup to get the audio transmitted over AM. Reminds me of the NOAA Weather Radio link on 33.42 MHz out of Florida that you can hear when the band is open enough for VHF low band DXing. They run the NOAA Weather Radio audio through the 33 MHz link as a type of "studio-to-transmitter link".
