Hello
First time Poster.
Looks like a terrific Forum.
Is there a downloadable database in .csv format having, e.g.,
Aero, MIL, Maritime, RR, law enforcement, etc. frequencies that I can use and import into CSVUserList Browser ?
Either here, or suggested other sources ?
Much thanks,
Bob

No, really there is not any one such list. There are multiple lists that between them you start to get a decent picture of the repeatable signals. Also remember that because of the transient nature of some of these signals they can defy listing.
One of the places to go look for putting lists together would be the UDXF web site http://www.udxf.nl/index.html
The Wun-log is an excellent source of information, however it is not really easily imported into anything else http://www.udxf.nl/WUN-logs.pdf

The EIBI list Josh posted is a reasonably good listing (probably the best single one out there that is already csv), however, it is not really aimed at the utility listener. That list really originated as a SW BC (shortwave broadcast) station list but then started to include utility freqs. As such, for the Ute listener, there is a lot of chaff in the list. The list is still mostly compiled of BC stations, so you must look between those to find the Ute stations. It would be better if it had a "BC" field that identified which freqs were BC, so you could filter those in or out as needed.
Also, there are no indicators of how old the data is, when the station was last logged on that freq. For Ute stations, since some of them change frequently, this can be a crucial bit of information.

There's also a perseus csv, I suppose you'll have to get that from a perseus user.
