Without a recording of the signal in question it is not possible to be sure, but this sounds like the 1 PPS signal that has been around for about a year now.  If you look in the 1 PPS thread you will see some information about it.

If there is a 1PPS signal, the transmissions are on odd frequencies and what are the purposes of these signals?
