very weak, barely hear music under noise, at 0230utc barely hear SSTV/FAX, not sure.

That's an Argentine flag and a couple of stick puppets doing the tango.  That would be my guess where it's coming from.

Did you guys know there are oodles of penguins in Argentina? It's true, ask Fansome.
