I figure we can take it for granted that said station continues to announce its broadcast frequency as 'kilocycles' instead of 'kilohertz'.
But of course it should be announced as 'kilocycles/second!
As basic physics has taught us, 1 hertz = 1 cycle/second.

Right you are, but "kilocycles" is also in use as a short (elliptically) for kilocycles per second:

It's rather like some sort of a slang, not a strict physical notion.

If this is the pirate station, I suppose they're simply in keeping with their genre of the Charleston era, before Hertz was honored.
