I usually tune into 6135 kHz to see if I can hear Radio Santa Cruz before it's signoff after 0200 UTC, and in recent days, this https://youtu.be/ZiQLyAVGdFA has been sitting on that frequency, blocking out anything else in both SSB and AM modes.
Any idea what this might be?

Sounds like Link-11,
and being that it is 910 khz below the Link-11 that has been on 6945 as of late, I would say it is an image of that signal.
Actually 810 khz below that signal so maybe not an image, but sounds like Link-11.
Have you tried it with another radio?

Trying another radio was a great idea, and I assumed it might just be an anomaly with my Eton Satellit, but I just hooked my longwire antenna up to both my old DX-440 and a little Kaito KA1101 (doesn't even has SSB) and they both got the same ute signal that's in the video.

Since most Link-22 hardware I have heard of is back compatible to Link-11 it might have already happened, and we just don't realize it yet. I have no doubt that an all Link-22 network will sound different than Link-11, it is a completely different format, but for all we know we have been hearing Link-22 in a back compatible mode for a while now. Link 22 was defined back around 1990, and has been "in development" since about 1992. I suspect there are a lot of Link 22 capable platforms (hardware installed) out there already.
