The broadcasts are funded by a group calling itself the "Foundation for Democracy in Vietnam", which is probably Vietnamese nationals disaffected with the current regime and has nothing to do with the US Government's State Dept. It's a similar situation to the Quê Me Radio operation, which is based in France.
