Title: Message or carrier on HI 7998.110?

I have what sounds like a CW message down in the noise on 7998.1 where HI usually hangs out at 23:15z. Way to weak to copy anything other than maybe a character here or there. Can't tell if it is just a carrier on that frequency that is being chopped up by propagation or if there is an actual CW message there. HI sending its usual "HI" was fairly strong here earlier this morning at 16:43z.

I may just be getting fooled by a flaky carrier of some sort which can look like weak CW in the waterfall. I am aware that HI has sent messages in the past and I have never noticed a carrier there in the past.
