I'm listening on the Twente WebSDR to a CW transmission on 6780kHz that consists of a number of 1 second dits followed by a longer dah, then approx 3 seconds of silence before the sequence repeats. The number of dits in each cycle is generally 19 but occasionally it is much less. Also the long dahs can vary in length.
I'm assuming its some pirate beacon??

I Googled a bit and found this report. I won't re-post the political aspects

Ran across this tuning around this afternoon. No naughty political statements but 19 dits followed by two long dashes. One dash immediately follows the other and the second one is slightly higher in frequency. Pretty good signal into central Arizona. The second higher frequency dash drifts to a second or two later after the dits start again. Almost like it is a second transmitter only sending dashes that is not quite in sync with the first one.
