Sounds like an over-modulated broadcast station with a bad transmitter as it keeps changing frequency.. Interfering with WWV on 15000khz, strong in the Caribbean and TDoA maps seem to point that its coming from Cuba.

Most likely spur / etc from Radio Habana's Soviet eta hand-me-down transmitter.
