2240 UTC S7 For the first time I hear the BCS station at 7730 AM.
2240 Dragu-Mi Dantu Si Jocu W Roumanien singer Sava Negreanu
2242 M W tent. Cn talking, I think isn't R.Romania Int.

WRMI uses this frequency, but between your description of the broadcast and the fact that WRMI doesn't list any transmission until 2300, it's possible that it's not them either. But given the fact that this is outside the normally defined 41m broadcast band making other stations unlikely, it could be WRMI.

I don't pay much attention to it, as I can rarely understand their content, but they've got a flamethrower of a signal in the Upper South of the U.S.

My guess would be WRMI, as MDK suggested.
