"Drag Race", who identifies himself at the end of the transmission, is phonetically reads out what I can only assume to be a coded message. Didn't catch the beginning of the transmission, but managed to catch the end, which sounded like two DTMF tones.

DRAG RACE was a USAF HFGCS ground sta simulcasting EAMs on HFGCS, wich includes 4724. The DTMF tones are used to enable/disable remote transmitter sites as pretty much any HFGCS sta can operate any/all tx site via autovon/dsn, autovon/dsn being a secure version of pots, aka plain old telephone service.
