Some type of digital mil-coms is my guess. The one around 6955 has been there for decades. I once read it was a Canadian Air Force frequency.

This is a Chinese radar, it is a regular around here every morning. I have seen as many as 14 operational at one time, and often see 8 to 10 at a time. They are frequency agile, they move around as needed to leverage propagation, but they typically spend a lot of time on a given frequency, sometimes many hours at a time without shifting. It also has multiple waveforms, meaning it can sound different at different times, it is not always the same although it is always similar.
TDOA cuts place the locations at various spots along the Chinese coast and Hainan Island.
