Fine signal, above the noise, tuned at 2234 UTC on 6906.10 USB
Signal best at CS SDR in Maryland -- some interference on frequency from
utility sounding station.

Best here on 6906.08 USB. Curious who is relaying this, I assume NAm?

Interesting....very strong on the TWR Dominican Republic kiwi!

At 1152 UTC I have a very good signal from the TWR Bonaire KiwiSDR. Numerous Venezuela mentions in the ID. I think we need to re-evaluate our guess as to the QTH.
-
Definitely. At 1120 this morning, it's barely audible on my R8, but booming on the TWR Bonaire SDR. It's also fairly good (in terms of strength) on TWR's much noisier SDR in the Dominican Republic.

José Hernández Madrid sent this information about the Venezuelan station R. O. C. V. 6906 kHz:
Actual power: 50 watts
R. O. C. V. 6906 kHz, El Tigre, Anzoátegui, Venezuela, is testing now, relaying "93.7 FM Así Suena". Later, also plants to relay "La Voz del Tigre", 980 kHz.
When the test period ends, R. O. C. V, 6906 will be on air with its own program. It is not a pirate station, they are requesting permission from CONATEL (Comisión Nacional de Comunicaciones) to be on air legally.
