Title: 11m Oddity

Recently found an odd signal that appears to be local on 11 meters. It started out around 27130 kHz and drifted in frequency up to 27185 kHz (CB channel 19)

It had constant signal strength of S7 and had a consistent pattern of 10 short and 4 long transmissions:

Then the waveforms started to change a day or two later:

Today, it is down 6-9 dB and the waveforms changed again... sometimes skipping the original 10 short 4 long pattern:

Since I am located in a fairly rural area with no commercial manufacturing or industry it makes this mystery even stranger. I often see the typical "fish hooks" during band openings -  https://www.hfunderground.com/board/index.php?topic=54650.0 (https://www.hfunderground.com/board/index.php?topic=54650.0) - but these are not exactly like that but may be related. (??)

As of the time of this post it was still active if you'd like to see it yourself. Ideas are welcomed as to what this could be.

It reminds me of some of the chirpy CW dasher beacons I have seen on the 22m Part 15 band.
