This might be Channel 292's antenna test.  I have been picking them up in the 1800 utc hour all week, with some splash over from Radio Saudi on 9675.  I posted under shortwave.  Here is the test info: https://swling.com/blog/2020/11/channel-292-testing-new-antenna-on-9670-khz/

Ok!  I've heard the news and discussion on 6970. Didn't sound like a pirate and I've been wondering why no one else noticed ! Not always there,although frequently. Heard it this morning/several nights and contacted CT Yankee about it. Soon as I hit send the signal disappeared of course.  It's been difficult to hear what was said, but I'll try.
It has been weak, not moving any meters but audible. Initially thought it was maybe a BCB multiple
