8.992 MHz.  Lots of echo I am presuming from ionospheric ducting.

English words reading letters and numbers.

21.15 zulu.

That's the US Air Force's HFGCS system, which is on multiple frequencies. You'll see them called "emergency action messages" (EAM's) but I think the prevailing opinion is that they're mostly exercises. You can learn more about it, including all the frequencies used, at the link. Whenever you hear one, it's worth checking the other frequencies to see which one is strongest at your QTH, keeping in mind that the highest ones are daytime only and the lowest nighttime, but those in the middle are both.
