2159 Female announcer that sounded like commercials in a language I couldn't understand, then time pips, then off.

Probably using a relay transmission of a China National Radio (CNR) feed.
With recent improvements in propagation, I usually have CNR and CRI occupying multiple bands, including multiple frequencies in many of those specific bands. Some legit relays. Some jamming.

China pretends they don't jam anyone by coincidentally transmitting CNR/CRI on the same frequency as the target station.
