I think, this station is not from South or Central America, because it was audible on some European SDRs with quite strong signal level at 10.00 - 11.00 UTC.
Tentative ID is "Onde Radio" or something similar.
Here is recording of ID made today at about 11.10 UTC on 6931 kHz using one of the European SDRs:

Sorry ulx2, I have no Google account, and I don't want one (so can't hear your recording).
(BTW, can't record on my tablet PC, stupid Windows forbids that)
From the variations of the signal level, I would say that this station is NOT in continental Spain,
neither in the Baleare Nslands, then could be in the Canary Islands.

Ray, it is not necessary to have Google account to play that audio, it is shared for all who have the link. But, if you don't want to use Google links, here is link on ID clip on Vocaroo sound recording service:

Thanks ulx2,
Thinking Google is not the same in France, always with the zoll screen here.
Thanks for the copy on Vocaroo, free listening.
I hear something like : Zonta S trouble radio
(with Zonta Spanish-like, and trouble English-like)
As I heard yesterday in English ' ... Shortwave, independant free radio',
I wonder if the name is a mix of Spanish and English : Zonta SW Radio
(can't remember how Spanish spells the W letter)

I hear: "sintonías ... radio, la idependiente ...".
