400 kHz on January 26, 2022 at 2315: one minute transmission in CW: " dash dash dash- pause- dash dash dash-pause- dash." repeated at least 6 times.

That would be OOT but that callsign is not registered as an NDB. Was it a 400 Hz or 1 kHz tone?

AFAIK there is no OOT beacon on or anywhere near 400kc.
Was there a long dash after ID (DAID) ? If so then probably Canadian along with a 400 cycle tone.
Otherwise, maybe a beacon that is miskeying.
Anyway, welcome aboard Todd. Let us know if you hear it again.

Yes, I believe there was a long dash (pause) after ID. The transmission stopped before I could record it.

Hearing it slightly stronger today 27 January, 2022 at 1710 and repeating: ... , --, . (ditditdit dah dah dit) (SME).

Hard to say what you may be hearing, cannot find any beacon with ID of OOT or SME.
However, there is a beacon FN at Ft. Collins/Loveland on 400kc. You should be able to hear it from your QTH.

Continuing to hear this CW on 400 kHz; but weak. Heard from 2345 to 2348.

The obvious answer for a beacon on 400kc easily heard at your QTH would be FN at Ft. Collins/Loveland.
However, this gets interesting because this beacon has supposedly been recently decommissioned. ???

Even with the loop antenna pointing toward Ft. Collins I do not get anything on 400 kHz. The closest is 397 kHz - ZHA, Ancaster (Hamilton).
I just checked the KiwiSDR at N0EMP | FORT COLLINS, COLORADO and "FN" is active, loud and clear.
