1530 UTC hearing a sonar sound like you would hear on a submarine.
1543 UTC some talking in the background but very low.
1549 UTC some type of digital signal

SINPO is 5/5/5/5/5 via  University of Twente

Yes, this "sonar like" ping has been active for at least a few days.  I have looked at it, and I have no idea what it is.  It is possibly a channel marker, but if so I don't know why they need it.  It continues over the Russian traffic that is sometimes present on that frequency.

It really does sound like a movie representation of an active sonar ping.  "One ping only Vasily..."

When not heard on 4649.5 kHz USB, the ping can sometimes be heard on 4397 kHz USB, not sure what other freqs it has been on.  Since both of these freqs also have Russian voice traffic, I am not sure if there is any connection there or not.

Picking up the sonar sound along with RU traffic on 4397.0 kHz via remote SDR.

16:23 UTC 26 FEB 2022 - UNID RU traffic on 4397.00 kHz USB via remote SDR, appears to be transmitting some kind of statistics or status. Some QRM from someone whistling.

On 4648 kHz, there's a few closely spaced carriers at 0252 z heard via KiwiSDR in Poland. http://88.220.45.111:8073//
Every few minutes, one of the carries stops transmitting and CW is heard:
I copied CW about 10 wpm:
OKTR
OKPV
OKVA
OKDL
and "?" in high speed as if by human.
