Baud Rate: Unknown, 75 gave the best results but still gibberish

Stop bits: 1.5

Mostly the signal was in idle but once in a while the carrier would spit out some letters/numbers for a few seconds and then back to idle.

I posted this in the "Other" section but I would also like to see if we could get a translation of this audio.  I understand that it is in Russian, but to determine if it is Military or fishermen or something more nefarious?

I am hearing a sweeping tone on 4440 KHz at 08:39 UTC, 23 February 2017 here in Oregon.  It sweeps about every second.  Could this be HAARP testing for the FoF2 layer critical frequency?

I also heard RIS9 CW but on 6.793 Mhz around 07:30 utc.  Weak signal S 3 here in Oregon State. I also do not have any clue as to who this is.

Lance, I have heard activity on that frequency before and I do believe that you heard an Army MARS net, they do tend to use Olivia as a digital mode and AAF7MO is a MARS call sign.
