I listened to your recording,  I didn't hear him say 'stupid skipmuck" at all.  Sounds like he said skipmunk at first then corrected himself.
The name of the station is Pelee Island Broadcasting System and said he's is on Pelee Island. That would sense why I couldn't hear him at all from here in Southern Ontario. Only able to hear him on a Vermont sdr

Sounds good on a sdr on the Canarie Islands.  1930 utc.

On at 0100 electronic beeps and boops
Then into sounds of silence by Garfunkel and Simon.
Operator said a few words them into more Garfunkel and the other guy.
Taking briefly between songs introducing them and the year.

No id yet that I caught.

 Still no id yet, but i see from here that it's Skippy Radio.  Blues guitar tunes. Great signal into the sdr I'm listening to.
SStv now, i can't decode it myself.

I'm off to bed shortly,  it's been a long day for me.  Spent my afternoon filling in police reports as my wife and I witnessed an attempted murder 20 feet in front of us in London.   Blood, gore and screaming.  It's been a rough day. 
Great sounding station spinning great tunes.
