10/11 meters / I would like to build a beacon on 11 meters

Hello everyone
I live in an area where there are is a real SOB that sits on the airwaves and curses out the static, when someone does get on, it is absolutely unbelievable what comes out of this 55 year old losers mouth...... Dozens of guys have left the air because of this guy
To make a long story short I would like to set up a beacon, low power in the area to take out his ears....... I have been recording him 12 hrs a day and think the fcc will probably be a losing waste of time.
Does anyone know of plans or where they may sell one ready built to go ??
