I'm capturing this in the San Diego area.  This is the one utility station that perplexes me right now.  It's perpetual.  My RTTY decode attempts result in the same "roman-numeral"-like decodes.  It seems there is a pattern there, anyway. 

Anyone have progress?  I have some short SDRUno IF WAV recordings and screenshots, but am new to this board, so not yet sure what the best way to share is.
