Legal station, aired via the transmitter in Moosbrunn, Austria. This belongs in shortwave broadcast.

S7 with the Northwest Ireland KiwiSDR. Two stations on the frequency. One is on 6209.97 kHz and the other on 6210.02 kHz. Not sure which one is stronger. QRM from utilities on USB and the station on 6205 kHz on LSB. Utilities on USB and the station on 6205 kHz are gone now at 1716 UTC but there are still two stations on the same frequency.

The receiver was the W3HFU KiwiSDR (I also tried the Northwest Ireland KiwiSDR and got the same results), my sound card is the Sound Blaster Audigy Rx, the audio source is set to “what u hear” (the program will hear whatever is playing through the computer),

Do the images look ok using the kiwis built-in sstv decoder?

They might but the KiwiSDR SSTV decoder can only work on 3630, 3730, 3845, 7171, 14230, 14233, 21340, and 28680 kHz. Those are all ham frequencies and are of no use for decoding pirate SSTV images.

This stations sent SSTV images identifying it as “6925 Free Radio” so it is not UNID. The mode was FM until it switched to USB at 0502 UTC and the frequency was 6925 kHz.

Based on the SSTV, playlist, and comic sans, this is most likely the same station as "6925 Free USB." I don't think it's the "WDOG" station from earlier.

I have changed the title of the thread to “6925 free radio” since this was the ID given, but I have a slightly different idea. The chance of two stations both using the extremely unusual (on HF) FM mode is fairly low so I think “6925 free USB” and WDOG are likely the same operator and same transmitter under different names.
