73 meters would be a much better choice this time of the night.  With the proliferation of cheap DDS kits on ebay, ditch the rocks.  Much better frequency stability and infinite frequency choices.

BTW if this is to turn into a technical discussion, it should probably be moved to the workbench forum.

4:1 is usually only used on a folded dipole, or any antenna with a higher feedpoint impedance.  A 1:1 balun should be used on your garden variety dipole.

As others have stated, it depends on where you are and who you are trying to reach.  You can use the VOA propagation tool to get an idea of where you can be heard with different power levels, antennas, and time of day, frequency, etc.   https://www.voacap.com/hf/ This is what I use to test various 'what if' questions.  Just remember, power stated is in PEP, not carrier.
