Btw, it seems, 3960 kHz is 24 hours a day at the moment. But, modulation is quite low, as for me.

Probably Westsound AM, the new licensed station from Finland is audible now on 3960,1 kHz with good signal strength but under terrible splatter from 3955 and 3965 kHz. Let's wait till 2100 UTC.

Was quite decent signal in Ukraine. SINPO=44444-33443, 01.36z - clear identification, 02.19z - SSTV transmission. Initially without any significant interference from other signals, however some QSO in Portuguese language appeared later on the same frequency. Thanks for the show!

Spy Numbers / UNID number station - 14th of June 2014 - 2200 UTC - 6380 kHz USB

Unidentified number station was received today from 2200 till 2206 UTC on the frequency of 6380 kHz USB with a short message, which consisted of 5-letter groups. Female voice was used for this broadcast.

Station with a same format and voice has been heard also days ago, more than once, on the same frequency and at the same time and also yesterday from 0100 UTC. So, must be, it works on a stated schedule?

Yes, some traces were audible here too. But signal was too weak relatively to local QRM level to write reception report

Here is still relatively good reception in Ukraine some days. SINPOs are usually up to 45433 in a case of absence of strong stations on adjacent frequencies.
