There's many other factors to consider other then power output of your transmitter. Effective radiated power is far more important. An effective antenna is a far easier way to get your message out then high power, but that is sort of the achilles heel of pirate radio. An effective antenna for the 6.9mhz pirate band is large and high, and therefore not portable or inconspicuous. But a simple wire antenna cut for your freq fed with about 100 watts is capeable of being heard around the world.
Another way is to have lots of sock puppets. They can supposedly hear 10 watts with amazing signal strength over a large area.

Nice, strong SSB signal into North Canada. Clear I.D. with Captain Ron Shortwave, and live Thursday broadcast. Gave freq., also.
Always a pleasure to hear the Captain.

Have a killer signal, electronic dance music, robot like voice on USB 6.960. Unusual frequency. Heard a strong I.D. between/among the songs but with the voice it was hard to copy.

UPDATE!!! It's XFM Shortwave. Clear  OM I.D. talking about being on for Memorial day.

I only have a limited understanding of how RF fingerprinting works, but here's how the demo I saw worked: they had what looked like an a oscilloscope trace, and slowed it WAY down, like time lapse photography. When the transmitter was keyed and unkeyed the various relays and switches left a distinct "trace" that is different in every transmitter.
As far as audio goes, the way audio can be manipulated it would be a slam dunk for ANY lawyer to sew the seeds of reasonable doubt. ie: anybody could have that "sound" digitally. Relays are tougher to manipulate. I dunno, just my two bits.

Don't be fooled into thinking that only a general location being listed keeps you safe. This past year I was frequently attacked by the floppy eared one and his sock puppet army because they saw my I.P. address and assumed I was Northern Relay Service. So be wary; cowards, hiding behind anonymity, can be a pain in the ass.
