Other / Carrier on 6900 kHz - unmodulated

I know other people have seen/heard this carrier.  I've noticed it on several remote receivers and can hear it locally if I tune in SSB/CW mode.  Due to local QRN its not nearly as easy to find as it is with a remote receiver.  I've never heard any modulation on it - save for the fact that its now possible to tune the Spanish speaking freebanders that hang out on 6900 kHz USB or 6900 kHz LSB in AM mode.

Anybody know what this could be?  A spur of some kind?

Hearing weak Spanish language traffic (only can confirm its Spanish vs. another language because I'm recognizing Spanish curse words) on 6858 kHz USB (apparently I last logged this frequency/mode on May 18th, 2017 at 0000 UTC).  Some minor QRM from UNID voice traffic on 6860 kHz LSB (I think) however I can't seem to tune 6860 in...there is some sort of QRM underneath these guys though.

Log starts: 1730 UTC on September 1st, 2017.

Hearing Spanish language chatter on 11342.5 kHz USB, controller moved aircraft to alternate frequency due to QRM.  There's a strong data carrier on 11344 kHz (center frequency) as well, making copy on the Spanish speakers difficult too.  Lots of whistling and casual chatter.  Very close to heavily used MWARA aero aircraft air traffic control ATC frequency 11342 kHz USB New York Radio air-to-ground frequency 11 MHz aircraft band.

Seriously, why don't they just go a couple kHz up or down?  

1733 UTC - still hearing Spanish traffic, lots of whistling and general QRMing of other stations heard.  
1734 UTC - MWARA controller ordering aircraft to switch to 13 MHz frequency, then SELCAL check with JetBlue flight
1735 UTC - another SELCAL check, seems like controllers are continuing to use the frequency despite heavy QRM from Spanish speakers and data carrier

After Yeah Man Radio signed off, several AM carrier keyups were logged on 6925.0 kHz

1621 UTC - carrier keyups, somebody testing/tuning
1622 UTC - more carriers - CW technically - dropped
1623 UTC - another carrier appears on 6925.0 kHz
1624 UTC - carrier gone, somebody tuning up, then nothing heard

Carrier popped up at 1558 UTC, frequency seems to be right around 6925.81 kHz or 6925.82 kHz [note: seems like there's some drift, see the logs below]  Music started right at 1600 UTC.

1600 UTC - Steely Dan - Deacon Blues
1601 UTC - S4-S5 signal with some noise and selective fading
1602 UTC - music seems to be muffled a bit, on the waterfall the LSB is much stronger than the USB
1604 UTC - another fade down into the noise, then back up to S4
1608 UTC - Steely Dan - Peg
1609 UTC - switched to LSB mode on one of the VA remote SDRs and it sounds better in LSB mode
1610 UTC - carrier is slowly drifting down in frequency, started closer to 6925.9 kHz, then hung around 6925.8 kHz, now..
1611 UTC - carrier at 6925.77 kHz or 6925.78 kHz, maybe stabilized a bit?
1612 UTC - another fade, now looking at the carrier on the waterfall but very little readable audio
1613 UTC - bits and pieces of audio, sounds like more Steely Dan
1614 UTC - not sure how to describe the audio, "undermodulated" is the first word that comes to mind
1615 UTC - suddenly clear audio, hearing guitar riffs
1618 UTC - now just a carrier, no audio heard
1619 UTC - OM "Happy Labor Day everyone" - OM thanking for reports, signing off, QRT at 1619 UTC

Pescadore radio nets are coming in nicely tonight, strong copy of Portuguese chatter on 6868 kHz LSB mode 0000 UTC and after (nearly 0100 UTC now)

Spanish voices coming in very strong on 6900 LSB this evening.  Hearing one station pushing S9 easily, talking about antennas and propagation conditions on "low bands" (likely talking about the lower parts of HF).  Later ham radio like banter, most stations easily past S5-S6 area and easy copy tonight.

There seems to be two QSOs going on at once on or nearby to this frequency, 6880 kHz, with Portuguese being the stronger language heard, although I think there's Spanish mixing in there too....as the band conditions change its hard to say where these guys are coming from - this frequency isn't a very common one for pescadores but hard to say for sure with the uptick in 6-7 MHz SSB voice traffic activity over the past week.

Since there were at least two different stations on 6925 kHz for a little while, in addition to the stronger AM "daytime pirate" that was on 6925 AM from 1500 UTC to 2200 UTC, its hard to say how long these guys have been on frequency.  There's now another, different station on 6925.7 kHz AM but I am hearing Portuguese chatter, sometimes quite strong, on 6925 kHz LSB

Lots of activity on this frequency tonight, in both LSB and USB modes.  Hearing Spanish language, Mexican accent traffic on 6915 LSB, talking about propagation conditions "to the north", then talking about Northern California propagation conditions.

Probably the strongest Spanish, Portuguse or Italian language station heard so far today...hearing very strong Spanish language chatter on 6990 LSB at 2325 UTC

2328 UTC - Ramon talking to another, currently UNID station...very very strong S9 to S9+20db on peaks with strong punchy SSB audio.  
2329 UTC - UNID station talking rapidly, but sounds like freebanders.  These guys are just really loud, references to "13 meters"
2330 UTC - UNID station now appears to be correcting Ramon...unfortunately they're talking just a little too quickly for me to really get a grasp on what they're talking about
2333 UTC - several references to 'Ramon' and cities in Venezuela, then Venezuela mentioned directly
2334 UTC - suffering increasing interference from 6985 kHz USB, mention of shopping at the supermarket (grocery store)
2335 UTC - after listening for a bit, I know these guys are probably not from North America (going by accents)
2336 UTC - "listen, Ramon" (stronger station) - weaker station is probably Ramon

This frequency has been on and off active since about 2200 UTC.  Hearing a YL talking to another, weaker station...however, the stronger station has an odd echo or reverb characteristic making it very difficult to make out what she's saying.  I think she's speaking Spanish, but it almost sounds like music being played backwards at points (the reverb). 

This may be some sort of radiotelephone or phone patch system

Hearing active Italian language chatter on 6805 kHz LSB, complete with saying "over" (in English) at the end of each transmission.  Two stations talking, each station talking for several minutes at a time.  Not sure what to make of that, but the fact that they're saying "over" at the end of each transmission...I have a hunch this may be some sort of military net, possibly a SIGINT training exercise net.  That, or very well disciplined pirates, pescadores, fishermen, fishing fleets, bootleggers, freebanders, etc.  Since I have zero grasp of the Italian language (save for several references to "meters", I have no idea what these guys are talking about). 

Seems to be pretty informal though...but at the same time, it seems like the stronger of the two station (which seems to be doing 90% of the talking) is reading off something.

Came on after the powerhouse AM station that had been using 6925 kHz for 7 hours went QRT at 2200 UTC.  Intimidate increase in activity the usual Portuguese chatter coming in nicely at 2205 UTC.

Lots of activity on 6700-7000 since the hurricane has come through/is coming through.  6910 kHz USB came alive about an hour ago, several AA "Alpha Alpha" prefix stations working NCSxxx or NTSxxx designator station seems to be net control.  Ham radio like banter at points, including offhand comment "I'm getting too old for this get up and play hurricane thing" by one of the operators.  Discussion of San Antonio area UHF land mobile network performance and "Red Cross Radio" before this, not sure if they're talking about amateur radio, military or regular Part 90 LMR performance there, I know the military has a large UHF network in that area.

I imagine we can expect traffic here to continue

NTS307 working NTS387 at 1519 UTC [still not 100% sure if they're saying NTS or NCS...the callsigns are usually just the last 3 characters which are numeric], checking to make sure that 387's station was not affected by Hurricane Harvey, reference checking a workable "phone frequency" between the two stations.  Reference to a reservoir overflowing at this time at 1520 UTC - control station working a station that I can't hear whatsoever, references to "intercepts" and relaying important parts of traffic from unheard station at 1520 UTC.  "Are you familiar with what's going on in Pearlman, over?" "roger, we'll wait for a second" at 1521 UTC

"Region 6 SHARES Hurricane Watch Net" ID at 1525 UTC, NCS387 requesting check ins 1525 UTC, several alpha alpha AA prefix stations checking in between 1525 UTC and 1527 UTC.  Confirm NCS387 is net control, NCS307 appears to be a standby station, perhaps in another location that can hear stations the primary net control cannot.  That checks with these two stations making sure they had a "workable phone frequency" between them, perhaps another standby radio for the net control stations to talk to each other directly....or if they were simply making sure that they could hear each other on 6910 USB  

I have been listening to the AM music pirate on 6925 kHz AM and switching back to see if there's activity on 6910 from time to time.  Noticed SSB traffic here 1600-1605 UTC but tuned back down and heard nothing...likely net control is just monitoring the frequency vs. actual traffic being passed at this time...we'll see if the net continues to stay active throughout the afternoon

At 1608 UTC, a powerful carrier signal was transmitted on 6910 kHz, possibly a station tuning up, followed by the usual ALE sounding or data link on 6912 kHz that has been showing up quite often today
